Timing Belt Moving?

Same procedure, you just turn the crank by hand so that the timing marks line up properly while reinstalling the new belt. There's no room for error here: if you get something wrong, such as improper torque on various bolts or sub quality aftermarket pulleys/tensioners that are prone to failure and the new belt comes off you'll effectively destroy the engine.

Did you fix this problem after installing the new belt kit and wp?

It's just where your timing belt is sitting in accordance to where it is on the sprockets. it's not a big deal but if you're concerned have someone help you and take some slack off of it and make sure the belt is setting toward the back or front of each sprocket. in other words make sure the belt is in the exact same position on each sprocket. Then while it's running you won't see it going back and forth like that. Make sense? and no power before 2000 RPM's could mean you need wastegate adjustments on your turbo.

And yes correct torque and putting back your pulleys is incredibly important! I did this job to my old XC70 and was careless about torking everything. And did not replace my timing belt tensioner. It resulted in a $300 tow from over 50 miles away after the car bent valves and completely died.
