I think there is a rivet holding the strap over the ECU box that needs to be drilled out. Once the strap is off, just pull the tabs and lift the cover off. Then pull up the lever on the ECU and it'll pop right up. Much easier than the ME7 ECUs!

Have you replaced the coil? I would definitely think that in this case it's a signal issue to the coil, but you never know... maybe the coil is just dead.
I just remembered you had P1617 showing before, I would remove and reinstall the ECU and TCU before doing anything else. Just make sure the connectors are clean. Don't use any chemicals to clean them.
