Found the the fuse, its fuse 1 in the box for the ecu. Here are test results.

HMMM

0.6VOLT drop is too much through the ignition switch - how old is that part?

Lets go back to terminal 15 on the switch and measure the voltage there.

Do you see how we are working our way backwards towards the battery?

You can remove the back cover of the switch after removing the plastic steering wheel cover and then use a vom on the terminals in place, I think. The 1996 switch I still a bit different from mine, I’ll try to find a pic

So just by looking at diagrams it doesn't look like I can backprobe the ignition switch while its connected. The best I can do is remove it and check voltage up to the switch.

You should be able to pop off that cover and access the pins individually, no?

you can see how you can pop off the grey cover and backplane Terminal 15 while connected, to test voltage.

Dont test at those pins that are visible in the picture, you need to pop off the grey cover (under thumb) and test the voltages while it is still plugged in

So took apart the ignition wire cover. Of course the plastic sorting piece come off and I enjoyed a little panicking since there are 7 wires and 8 pins. But I seem to have that sorted out. I'm getting battery voltage to within 0.01V at all but two of these wires. I tried to put an ohm meter between fuse number 1 and all of these wires at key off and pos II. I could not get any continuity so I suspect a relay is involved.

Continuing observations: all emissions codes started this morning as "incomplete" as usual. They all cleared without highway travel. I never went above 50mph. Now if I could just figure out the alzheimers.
