My radiator cooling fan isn't working, can't figure out!

@Ozark Lee I have individually grounded the two pins in the middle port of the relay and the fan turns at different speeds depending on which pin I ground. Does this mean that both the fan and relay are good? Furthermore, at what temperature should the fan kick in? I noticed that at 104 degrees the fan did not turn on.
