- 1. Run the tank low on fuel.
2. Trace dye the remainder
3. Get the dye up to the fuel rail.
4. Let it sit.
5. Then make darn sure I have not missed any leaks.

Having read all of this, I'd suspect the fuel pump (even if new) or the installation of it. Perhaps a hose is pinched somewhere? Or a seal/o-ring is squished out internally blocking the flow of gas?
Perhaps there's a way to test the pump outside of the tank? Where you could see the flow, test the pressure, and use a long length of tubing to give it some resistance to push gas against.
