You have a intake air leak. The engine revs when the starting fluid get sucked in through the leak.
Put a spray tube in the actuator and see if you can pinpoint the leak.
Spray starting fluid along the intake manifold. Intake manifold gaskets are a common source of leaks also.

This almost surely indicates a vacuum leak at the elbow. Get flashlight, look at the elbow. Is the elbow or the vacuum line crumbling or cracked? Spray starting fluid right at the elbow while you look at it, does the idle go up?

The vacuum lines are 20 years old, I'd just replace them all if you intend to use this car very much. I am not at all a fan of restoring everything in the engine bay just because someone once wrote it up in a DIY, but I do replace all vacuum lines any time I get a new P80 car just to wipe the slate clean.

This almost surely indicates a vacuum leak at the intake manifold. Was the PCV recently surfaced? It is super common for the little metal bracket on the corner IM bolt to get wedged under the manifold when finishing up a PCV job, and cause a vacuum leak. It is also somewhat common for the intake manifold gasket to fail in this area. Like above, get a flashlight and look carefully to pinpoint the area where starting fluid makes the idle surge, is it where the intake manifold meets the head? It's going to be either the manifold or one of the PCV lines underneath it, or possible the vacuum tree. If the IM gasket needs to be replaced this might be a good time to do the PCV also.
