That would definately be a lot of unmetered air comming into engine.
It's a part of PCV system...a flame trap housing.
Check if that is just poped out or it's broken.
It's a bayonet fitting...easy to install,but it can be tricky to put back on because there are two hoses attached to the flame trap housing.One larger and one vacuum hose.

Misha, Abscate, thank you for the input. It's broken right at the flame trap piece. I'll glue it together and send it out to anyone who needs a replacement. I ordered the piece from FCP and will put it in this week. Hopefully enough monitors will be ready to get this thing inspected! Fingers crossed!

Don't forget to remove negative battery cable for 15 min in order to reset fuel trims...after you replace it.

I might take you up on that offer. I replaced that intake hose and got a few more monitors ready. But after 250 miles of driving around in circles around here--Northern State, Wantaugh, Southern State, Cross Island and on, and on and on--I still have three monitors not ready: EVAP, Secondary Air Pump, CAT.
I've been trying to drive around and get monitors ready since last October! Luckily I have a friendly inspection place too, they haven't charged me in all these months. I'll do another 50 miles tonight and see what happens...
I spent some time digging into MVS last night and saw that this is probably a completely failed Air Pump system. And so the course of action should be installing an Air Pump and new Air Pump relay. (That's what the engineer in that post recommended!) But to be honest with you, I'm not sure I have the time... All this time I've been devoting to the S70 is time I'm not devoting to the S40--which needs brakes, power steering fluid replacement, front struts, new tires... etc.
It might be time to move on. (And besides, there are three V70s in my family so I'll still be able to get my P80 fix!)
I love that manual transmission though...

Okay, SAS delete has been done. Whew...
- Will the monitor automatically always appear ready?
- Do I have to remove all air pump stuff and unplug it?
Car turned on so it seems okay... The Air Pump monitor was not automatically ready...
Also, neighbor's 04 Passat just broke a timing belt and is currently parked in front of the S70! So I can't take ride!

Leave the solenoid and the relay and leave them plugged in, the ECU still looks for those. But you don't need any vacuum lines to the solenoid.
Unplug the hot to the air pump. If you want to strip things out and free up engine bay space then remove the air pump and the SAS valve and all associated piping and vacuum tubes. Cap off anything left open, including the big hole in the air box cover. Or get a non-SAS air box cover. Removing the SAS metal pipe from the exhaust can be very trying but if you get it out it can be replaced/plugged by an oil drain plug. You can also leave the SAS valve but remove all vacuum tubes just cap off the SAS valve ports, or remove it and put a diamond-shaped blanking plate there where the SAS valve mounts.
Note that in some states, the emissions inspection includes confirming presence of the equipment (air pump etc) on the emissions sticker under the hood. I don't know about NY.
Monitors I just don't pay enough attention to the solutions to be able to answer, wait for someone else to post up!

You can have up to two monitors not ready on the 1999 model and pass inspection in upstate ny. I’m not sure about nyc but I think it is the same

Okay, air pump is out of the car. The car already feels 100lbs lighter!
I'm ready to give it a good drive and see if it passes inspection...
The only problem is that there's a 04 Passat with a broken timing belt in the driveway in front of it. (Neighbor needed a place to put it...)
