It will, but this isn’t the same pattern as it would flash when there’s a misfire. This is less of a flash and more of a flicker.

Going way back on this, there is an interesting note that the fault code causes your 3Hz flicker, while turning the light on in VIDA does not. That means VIDA has multiple inputs the cel drain transistor..of course it should, and points away from The actual trigger transistor for the CEL, but to those inputs instead

...unless....the transistor is failing in AC mode. Turning it on in Vida is DC

Asking it to pulse might be bringing the filter and voltage regulator circuit into fault.

Can you monitor these voltages during the fault ?

The voltage on the that wire jumps between 12v and a few mV when it's doing this. The pinout shows when the CEL is activated, there should be a few mV (near 0) and when it's off it should be battery voltage.

What two points are you measuring from?

Jumping from 12V to virtually zero is expected across a part of a circuit which is being opened and closed.
1. Voltage across a open is always equal to the supply voltage.
2. A close switch drops zero or virtually zero volts.

A open drops the entire supply voltage everything else in a open circuit drops 0 volts.

Could be a internal ECM defect triggering the I/O transistor when there is no command to turn on the CEL.

I'm getting the voltage reading from the pin on connector 24/13D under the dash and chassis ground. I think it's definitely an internal ECM defect.
There's a command for turning on the CEL, however the signal for whatever reason is intermittent when it should be steady.

Defective bulb test circuit ?
Does it flicker when you turn the key to POS II but do not start?

Nope. Dead steady as it should be. Only happens when cranking and running.
