'98 S70 Faulty headlight switch?

'98 S70 Faulty headlight switch?

I have a '98 S70 with 139K miles. At start up, all the dashboard lights and headlights flicker for about 30 seconds, then everything returns to normal. I've been reading about the faulty headlight switch. Could that be my problem? If so, would the recall still be in effect after so long? I'm the 2nd owner and would not know if the switch was replaced. Thanks.

If the recall has not been done, it is still in effect as are all recalls on Volvo's. However, what you describe sounds more like bad connection from the battery such as a bad grounding wire, low battery in general or a bad ignition key tumbler-all of which are not uncommon on your model year Volvo.

Thanks for the quick reply MIJ. Please let me know what you think.

1. I noticed that my neg battery cable was coming apart near the battery terminal. The mechanic did not replace, but instead, put it back together and heavily taped it. Would that be the bad grounding issue?

2. Car starts fine. Just confused that a low battery would cause the problem I'm having after startup. I will test my battery though to see if my battery is low. I have to do it with my wife's '02 XC70 tonight anyway so I'll do my as well.

ALL recalls are still in effect.
I had TWO 98's this year that had never been to a Volvo dealer so they did BOTH recalls on each
