'91 240 won't start! trying to help a neighbor.......

OK gang, here's the story! 91 240 w/over 200K. Running rough last couple of weeks so my neighbor who is 75, God bless him, takes it into a Volvo speciality shop thats pretty good. They charge him $80 for 4 Bosch plugs and tell him it needs an o2 sensor[b].($200 bucks[/i]) [/b]He can't start it, I go over with a can of starter fliud and it won't turn over. I pull the plugs and the are wet with gas! I disconnect the vacuum line to the Fuel Pressure regulator and it starts with a very rough Idle and won't stay running for more than 15 seconds or so. I find a new regulator for $50 bucks local, slap it in and it is still not starting! Tried all the spark issues, good spark from the coil, all plugs are getting spark, tried w/o the mass air meter hooked up, check that the fuel pump was pre charging the system....looking for some new tricks to get the 'ol heap running!
