ODB 1 Port lighting up but non-responsive

ODB 1 Port lighting up but non-responsive

I have a 1994 Volvo 850 NA that is giving me what I believe are PNP switch issues. I went to read the codes to make sure before I jump into replacing, but the ODB1 port is giving me issues.

I've used the ODB port a dozen or so times in the past without issue, but currently it seems to be broken of sort.

The red light will come on if I push it, but if I put the wire in the terminal no codes or anything respond like they used to.

Any familiar with this issue? Is it the wire and is there a makeshift work around to get the codes?

or is it the port and is that something I can switch out?
