Could I save this used front bumper?

So my S60 was originally supposed to be the facelift model, and it is but it's apparent the car I bought has had an accident and the front bumper was replaced with a pre-facelift version. This is ugly and I went and bought a face lift model front bumper. Sadly, I trusted the other party a tad bit too much and was given a bumper with obvious work done on it such as putty and furthermore has apparently had actual physical tears in the plastic which have been repaired with putty and some form of plastic welding. So it has also been in a crash of some sorts. I was aware the bumper needed a repaint, but not this type of work being done to it.

On back side of the front bumper is also a bracket called "Rear section" with code 30716974 which is also damaged(no pics sorry). And various clips that hold these pieces all snug.

Do I have a chance of fixing this up and having it nice and snug on my car, or do I just accept I was scammed and toss it?

From the pictures it does not look like an issue although the lighting is dim and we can't see the cracks and damages you are referring to, just the bondo. As long as the back is reinforced and the bondo does not crack you should be okay. The body shop that will paint the bumper will let you know whether the repairs are good enough for them to guarantee their paint work.
