No power to fuel pump

98 s70 glt
I was getting intermittent starting problems and multiple misfire codes. Eventually car refused to start. Assumed it was bad fuel pump as symptoms and codes were similar to another vehicle I have that ended up having a bad fuel pump. The fuel pump in my car was purchased 5k miles ago from FCP - not Volvo part (can't afford that one).
Installed new fuel pump.
No start - no crank - no pressure at rail - no click at fuel pump.
Ohm reading on old pump was very high 16-26 - new pump is around 1.
Hooked up lighted circuit tester to power source at fuel pump - turned key - light did not come on.
Removed fuel pump relay and hooked up jumper wire - still no light at fuel pump circuit.

Oh, and since I saw it referenced in other threads, I replaced the ignition switch with a Volvo part from FCP less than 10k miles ago.

I have worked on this car a lot but I'm still a novice when it comes to understanding electrical circuits.

How should I be using a multimeter to test the battery voltage that is reaching the fuel pump relay?
Where should I attach leads to test continuity?

Which fuses should be showing voltage when the car is off? I am also having a problem with parasitic draw - battery drains quickly if car is not driven.
Several fuses #30 and higher, are showing small voltage amounts (0.7) when car is off.

alarm and radio memory might draw low amps when car is off.

later yrs use the PEM module to regulate the power to pump.
maybe yous uses a fuel pressure sensor on the rail.

Check the fuses for the fuel pump, other posts seem to say its fuse 20A at position 3. Physically pull out the fuse and check it for continuity across. A high resistance connection can sometimes form which can prevent the proper current from getting through. Multimeter at the fuel pump relay terminals to confirm the appropriate voltage is present.
