hesiation when boosting, 19 t4 v40 1998

when i floor it, it goes ok till about 3000 rpm then starts hesitating till about 4500rpm then comes really good, i think its a fuel problem, to much too as it can use a litre a mile when pushed, any ideas? thanks.
