2003 S60 a high pitched hum/buzz, under hood
the buzz is on the driver's side, near very front of car. It starts as soon as the engine is started and stops a little over 2minutes after the engine is shut off. This recently began, happens every time the engine is started, even when started for a very brief time. No warning light are on. Car's fluids are all in proper range. Thanks for the help.
You are experiencing what I called the incredible singing Volvo syndrome. First go start your car when the whine begins remove the oil fill cap, the noise will go away. Go to Volvo and get a new PCV valve and the problem is fixed. 
I good car is easy to find but a fun car is always better.

If it were that simple it would be nice....PCV is not a valve in these cars but a group of vacuum hoses and the oil separator under the intake manifold. Part of the system could be clogged or it could be your Idle Air Control valve (near your throttle...I know they are different on S60's but still they will make a whine sound on all of our Volvo's. It could also be a fan going bad...these come on and stay on for a short time after you turn off the car.
