2000 S40 Failing ECM Need to fix my taillights, any patches?

I took my 2000 S40 into the dealership last weekend because my taillights aren't working and I can't drive at night... I've had this problem for almost 5 years with this car (taillights, brake lights, license plate lights all go out and come back on intermittently) and I've always just gotten the bulbs replaced; that's what Volvo has always told me to do as well.

Now the service center says the ECM is faulty and that's why the taillights aren't working and that repair will be $962.51 not including labor . I can't afford that. All that is wrong is that my taillights aren't coming on at night. Is there any kind of patch repair that anyone can suggest? Is there some way to make it so that my taillights run all the time?

I drive 75% of the time at night and not being able to drive at night makes the car pretty much worthless, but I can't afford a $1000+ repair on a car that's almost 8 years old and definitely can't get a new car just yet, so if anyone can suggest anything at all, I would appreciate it very much. Thanks!
