Just joined your forum and am trying to reply to a classified parts ad, but it is locked, how do I access it to contact the member? Thanks

You can view/read anything in Classifieds. When you find what you want, click on the thread and look for a small "pm" button at the bottom of every post.
You don't need to be able to write to that forum to be able to pm -- send private message -- to a member who has posted in there.
That is how you contact another member.
