I have an 82 240 turbo with A/T. The car was parked for about 4 months over this winter and would not start, ended up being coil and I replaced some vacuum lines along the way, timing belt.... etc. Now I go to back my car out of the garage ( slightly uphill) and it won't make it. The engine revs when I step on the gas with it in park or in neutral but when it is in any of the forward or reverse gears it will only move at an idle even with my foot to the floor.

You do not say if the engin is sounds weak or powerful when trying to drive. If it is weak, one guess could be that the position for the timing belt is wrong after the change. One teeth wrong and the engine will be very weak and no power. Without load, it will have have power to rev.

Make sure you replaced the vacuum lines correctly. I had a similar problem on my 81 240 DL. Ended up at the dealers after 6 independents couldn't find the problem.
From your initial post i understand that the engine is running, therefore that in not the trouble.
Start the engine and check the transmission fluid, it may just be low. Also let the engine run for a few minutes to luricate and soften the friction material and seals.
In the end I suspect the trany will need replacing

My question is what would cause the tranny to go out if it has just been parked? It was working last summer. The car was doing this before I did the tune up stuff so I didn't fix the issue.
My next question is, what sensors are doing mixture controll? Exhaust smells really rich. The only one that I know about is the O2 sensor. Also my chiltons is old and does not cover my fuel system, does anyone have a chiltons newer than 1986 and does it cover the turbo model? If I could do some reading I am sure I could find more things to trouble shoot.

The tranysmission trouble can easily be an internal seal. The oil in the transmission, under high pressure act on pistons that seal with rubber "O" rings, these apply the clutches and bands. These seals will become hard, crack and leak with age and by drying out when not used for extended periods of time.
The mixture problem couls be a leaking injector, the O2 sensor, or a malfunctioning cold start injector. A common problem is with the cold start injector and the associated temperature sensor.
