First apply a light coat of oil to the bolts before inserting them. They tighten in three stages:
Stage 1. 14 ft.lbs (19nm)
Stage 2. 43 ft.lbs (58nm)
Stage 3. Additional 90 degrees.
For stage 3 it is easy to make an angle gauge using a piece of scrap wood.
Ensure you tighten them in the correct sequence.
Start at the centre two bolts.
The next two towards the front of the engine.
Go to the two on the other side of the centre.
Two at the front of the engine.
Two at the rear of the engine.
Bill.

what do you suggest the final torque should be in foot /pounds... thanks

The final torque is not given as a ft/lbs measurement. It is the stage 2 torque plus the additional 90 degrees. That is why you need the angle gauge to get the 90 degrees correct.
