I own a 98 s70T5 auto that gets me around 11.5 mpg city. trip computer says 10, but fill-up to fill-up calculations say its closer to 11-12. No codes, I don't drive hard, and i keep up my car quite well. These numbers seem pretty low, is it just my car, or all T-5's?

Mine's a 98 too but it's a V70 T5, a heavier car than your sedan and I get about 22 - 24mpg in gentle city driving (I mostly drive alone and not pushing her past 2,500rpm in all gears). On the highway, I can eke 450 miles out of her on a full tank (speeds up to 130kmh/80mph with 4 on board) which works out to 29mpg.

It is hard to break down. I don't have the horribly inaccurate - but very precise - trip odometer. From Quick Trip to Quick Trip fill ups I tend to run 21 - to 23 m/g in the city when the car is tuned up. On pure highway I can get as much as 31 m/g with my 5 speed 2.4 N/A sedan.
Sadly, my wife stole my car so I don't get to drive it that often anymore but I did have a fairly pure highway road trip a couple of weeks ago and was astonished that I only got 25 m/g on the highway.
I pulled the plugs and found that the plug gap had grown from .028 to around .045. No plug looked fouled but it points out the importance of the gap. The plugs I was running were the Bosch FR7DCs and they had around 25,000 miles on them.
I also found a bad vacuum line from my vac tree to the evap valve.
I repaired the vacuum leak and changed the plugs, I think they cost under $1.25 each with Kansas tax at NAPA.
I went down to the cabin last weekend half of which is pure "how fast can I make this corner without lifting" mixed with a couple of low speed trips to town and I was back to 29 m/g average based on actually buying gas and recording the miles run.

City's around 18 mpg for me. Ten or twelve mpg is very low, something isn't right.

You'd be amazed at what a simple tune-up can do. If your car is running good, but has lousy gas mileage, check the basics: air filter, plugs, distributor. Also, believe it or not, even marginally low tire pressure can clip 5% to 10% off your fuel economy.
An air filter that looks clean can still be clogged. It's the single biggest thief of fuel mileage on an otherwise well-running vehicle.
My car is in a good state of tune, clean filter, and 38 PSI on the Yokohama's (forgot the size, but I always buy the narrowest tires I can put on the car).

Using reformulated (up to 10 % ethanol) gas, we are getting about 18 MPG for the 1994 - 850 wagon. These are short trips of about 5 miles one way and in the cold Wisconsin climate. Not too bad, considering the age and mileage of the car.
