On my 88 Volvo 240 Wagon, I may need to replace the fuel relay or the intank fuel pump.
Is the relay accessed by removing the glove box? Is it under the passenger side kick panel? Is it beneath the passenger side foot well padding sloping into the firewall?
Is the intank pump access panel beneath the rear seat or behind the seat in the trunk floor boards?
The intank fuse does not get power (left hand side of the fuse holder) and the ohmeter indicates an open circuit between the right hand side of the fuse holder and ground.
How should I interpret this data?

The intank fuel pump on a wagon is located by raising the rear portion of the floor above the fuel tank. You can pull the assembly out and check the pump. I have replaced mine twice.
