I have the VADIS for 1999 to 2005.
For anyone else who has this, is there somewhere in the VADIS a list of the DTC codes versus a definition for the code?
If so, where is the list located. Have done many searches and can't find such a list.

Go to the engine page > Diagnostic information > General diagnostics and tests. Now to topics > 20 general > Conversion tables standardised diagnostic trouble codes (DTCs)/Volvo diagnostic trouble codes (DTCs) > Continue.
You now have a list of P codes with the Volvo equivalent.
Do the same for the gearbox.
Bill.

Had to use that list all the time when I was relying on guys at auto stores with generic OBD readers and STILL couldn't remember where the !@#$ it was in VADIS -- that program sux0rz IMHO. Somebody needs to make a PDF outta the list and sticky it to the top of this forum and save everyone the trouble. No more "what does P12345-XJ19 mean" posts. 
FWIW though, the guys who make my diag tool (which reads real Volvo codes so I no longer need a conversion table) have a list of the codes on the other side of the equation at:

Sometimes the generic code's description isn't exactly the same as the Volvo code it corresponds to.

What diagnostic code reader would be the best purchase to get all codes from a 2000 S80 ? VCT2000 is way to expensive for a DIYer and I have read that the PPC will read the codes for my S80. Any recommendations here?

BSR's PPC will read and clear all codes from all modules in your 2000 S80. Apparently something changed in 2007 though, so it doesn't work with the newer models.

No, it's the ~US$200 diag tool I linked to previously. Search eBay for "Volvo PPC" and that should get you one.
And actually there's one thing it can't reset, the CAN network. To do that you have to pull negative off battery. Wait 15 minutes after turning engine off so all modules have time to save their work.
It also can't upgrade or program the firmware in the modules. AFAIK there's no way to get around the stealership for that, unfortunately.
But you'll easily recoup the $200 just from resets which cost anywhere from $50-$150 each time, depending on the place. Generic OBDII readers can clear ECM codes but not those from Volvo-specific modules.
