2001 S60 2.4 n/a 180,000 miles.
I read the ETM posts and wanted to see what other items may cause me to go into limp home mode. When it acts up, the rpms will max out between 2000 and 2200. It almost feels like it has a governor. But a few minutes go by and it is back to normal and running great. The repair shop I went to said it was the catalytic converter, probably because the light was on. I dismissed that theory when I waited for it to act up, and pulled the exhaust off at the flange. That did not help at all. What about the fuel control valve I have seen on some post?

Could be the fuel pressure regulator (what you suspect) but the more likely cause are vacuum hose leaks or a MAF sensor going bad. It is possible that you have an ETM going out but you won't know unless you can have those specific codes show up when you have your OBD-II port probed with a scan tool specific to Volvo. See about the cheaper stuff first and then if that's not it, get your car to a Volvo specific shop- try to avoid the dealer at least at first if possible unless you're willing to pay them some bucks.
