2002 S60 AC Air Distribution Issue

I have a 2002 S60 non Turbo. I have had a problem with the AC unit for a few months. When I have the AC unit turned on to come out of the dash it does not come out in conjunction with the level selected on the dash. In fact, it actually comes out with a high velocity out of the floor.

I had this diagnosed at my local shop and they were unable to find what was wrong. They ran the computer check and also re-installed the software on they car. However, they were still unable to find any issues.

Has anyone experienced this problem? Is the only known solution to replace the AC Control unit?
