V70 2003 Instrument pannel stop working

My instrument panel stopped working no lights gauges don't move you can see the odometer is lit up but very very dim. Some of the idiot lights will come on when you start the car and once in a while the panel will work for a split second. What the heck is going on?

Check fuse 11C/24.

There is also a relay that feeds the instrument panel on the Central Electronic Module, which is up under the dash. Here's a diagram showing the relay location:
