Gear selector problem

Hi,
I am having a problem with a 90 240 automatic. The gear selector is very hard to manipulate and the engine will not turn over.
I have a good battery and the car has bee running well. I am thinking this is a neutral safety switch problem, but the gear selector is very hard to move.

Any one have this problem ?
