Hi,
I own a 1994 Volvo 850 in excellent condition (136,000 mi.). The only problem is that every once in a while; when I brake, the whole car starts shaking and vibrating, i have to fully release the brake and press it down again several times to stop (because i'm afaid of screwing up the brakes if i were to hold it down). The only way i can stop this from happening is i spray water behind my front tires (Through the rims) and it stops doing it but it happens again a few hours to a week later. How can I prevent this from happening permenantly?

If it is the brakes you probably need new rotors. The reason for the "if" is that it is most likely a worn ball joint in the steering linkage that could cause it as well.
The best way to check for the suspention/steering problem is to put the car on a lift and check for latteral movement in the components. Dangerous if not corrected. A good front end alignment shop will check all of the suspension parts when they perform a 4 wheel alignment.
IF it is brake rotors they need to be turned but there is very little material on the stock rotors to correct warped rotors.
This needs to be correctly diagnosed quickly. Good luck,

Had a similar problem but knew I had old rotors. Replaced the front rotors and pads and now works great! I replaced the ball joint on front drivers side previous to noticing the severe vibration under hard braking.
