oil in throttle body

oil in throttle body

2000 S80 2.9. has a hard time starting, I took the air tube going to the bottom of the throttle body off, and found the throttle body FULL, I mean dripping, of oil. Volvo changed the oil trap about 4000 miles ago. It has good vacuum through the oil dipstick tube so I know the trap is not clogged. Why is it burping oil?
