Gas Cap Sucking Sound

I am getting a sucking noise periodically from my gas cap. Seems like too much vacuum in gas tank, and cap is relieving it. Does anyone know how does the tank vent? There is a cylindrical unit near the vent line that comes from the fill tube. Could this be clogged?
