240wagon 1990 not getting fuel when starting

i have to continually keep pumping the peddle and eventually it will start and run fine i can even turn it off and it will start right up but after sitting it goes back to same problem i have replaced the fuel filter thinking that was going to help but it did not

Welcome to Matthew's Volvo Site.

It does sound as though you are suffering from fuel starvation. Check fuse #4, in-tank fuel pump (8 amps) and #6, main fuel pump (16 amps).

If they are OK check that both fuel pumps are running. To check the in-tank pump remove the filler cap and listen at the filler opening whilst someone switches on the ignition. You should hear a brief whirring sound. The main pump is mounted under the car alongside the filter. Put your hand on the pump and have your assistant switch on the ignition. Youi should feel the pump kick in.
