Just Bought a 940 Turbo w a few "issues" wheres th

I just got back fro Ohio & picked up a 91 940SE wagon (Turbo.) Ran out of gas when the fuel level showed about an 8th of a tank. Now doesnt want to start or run well. Looked thru the reciepts in the glovebox & there was a reciept form a mechanic checking for stalling & were unable to duplicate & no error codes. Theres a new fuel filter in the car , but cant find it on the car. Any clues? Also speedo bounces up & dn (like when the battery is low) Seats (power both sides) do not work. Fuse was blown, but still do not work.
