1994 Volvo 850 runs rough in low gear

I am having trouble with my 1994 Volvo 850. It is running rough and sluggish at low RPMs but then once in 2nd or higher gear it runs close to normal. I tried replacing the sparks plugs and fuel filter and still have the same problem. I did get a a 221 code and 113 code from A2 module but when I cleared the codes they never came back. I am not sure what to check next. Could it be a bad distributor cap or bad fuel pump? Any help would be appreciated.

Does it shift through all gears properly? When you start off, does it actually start in 1st gear (~3000 RPM at 25 mph or something)?

You can remove the Transmission control module from the box, and clean the connectors - that should help eliminate any confusion between the computer and transmission.

Aside from that, try unplugging the purge valve from the manifold.

Could be a bad fuel pump relay.
