steerin wheel locked/ignition control unit

V50 2005 21,000 miles, key turn on but no start,
"steeing wheel locked" on dash. Told it is ignition control
unit, and I need software to replace $800 total from dealer
Looked up part on Groton looks like a plug in to me......
