'96 960 engine cuts out but will restart

This engine frequently cuts completely out at speed or idle. It will restart every time, but most of the time will then cut out again promptly.

A little more info on this problem. When I manually pressurize (by blowing through a sealed tube) the gas tank the engine then runs smoothly and continuously. When I stop blowing into the tank, the engine runs only for a few seconds and then cuts out.

Does this pretty much say that the fuel pump is not running? And if not, should I check it's relay and the pump, and anything else??
