what tune ups could I do to my naturally aspirated B200E motor? There's a long incline section on the highway where, in third gear (OD off), my car maxes out at 80-90 km/h at 3,000 rpms...

You may just be reaching the limitations of the engine. I used to own a 1995 Pontiac Bonneville (3.8L V6; nominally 205HP), and there is a certain strech of road here that is a long steep incline. I could get it up to about 100Kp/h (at 2,500RPM, OD off) on this stretch, but it just kind of stayed there unless I punched it down and the RPM's jumped to 3,500RPM.

With my later 1999 Bonneville SSEi (3.8L Supercharged V6; nominally 235HP) I could continue to accelerate well beyond 100Kp/H, managing 150-160Kp/H at the top of the divide. My '91 940 Turbo (2.3L Turbo) can do about the same, where my '85 740 GLE (2.3L NA) could not.
