740 gl cigarette lighter issues

My cigarette lighter stops working when I tun my lights on. The dash light do not work either. I need to mention that in order to get my cigarette lighter working I had to remove the fastener from the fuse on the ashtray that looks like a christmas tree light. There was a place to put a normal female end. Any insight would be very much appreciated or the name of that christmas tree type whatever. Also does anyone have a link for a diagram of the relay cluster that is complete?
