97 960 gear shift issue

My wife just bought a 97 960 ($800) that obviously will need some work. First thing we noticed was that when we start the car, we can't get the shifter to move out of park. But with the engine off, we can move the shifter to neutral, start the car, and drive somewhat normally.

Any ideas?

I would suspect a problem with the shift lock. The attached explains the safety devices fitted to the 960 gear shift.
