XC90 Steering Wheel Locked

Car does not want to start. The steering wheel is locked; when key is inserted, I can only turn it to the first position? The steering wheel gets unlocked once key is turned to the first position on steering wheel but it does not want to turn further than the first position. I've tried to jiggle the key while turning it and moving the steering wheel but no luck!
Do you know what can be the problem? Is there a way to have the key pass first position and hopefully start the car?

On our 99 S80 T6, the key eventually would not turn at all. Had to have it towed to the dealership and they replaced the lock tumbler. I was not, and still am not, impressed by this episode. Never had this happen to any vehicle before during 45 years of driving....

I was afraid that towing would be the answer.
Anyway, car is on driveway now, (thankfully) but would there be an alternative way to have the key turn and start the car rather than towing it to a dealer?
