2008 S40 Key Fob Not Working

2008 S40 Key Fob Not Working

Replaced the battery on my 2008 S40 key fobs and neither work now. I've been told I have to pay upwards of $130 - $200 to reprogram my car (Volvo has confirmed it is not an issue with my key fobs) to "talk" with the key fobs. They said the problem is unusual and that it is an issue with the car's system. Is there any way that I can get around such an exhorbitant charge and do something myself?

I have already checked the fuses.

Second, is there any way to turn off the car alarm? I am okay with using the key if I can figure out how to keep my car alarm from going off everytime I unlock my car with the valet key.
