96 850 Turn Signal on Front Right doesn't blink

96 850 Turn Signal on Front Right doesn't blink

Right front Turn Signal not working even though the bulb lights with the day time running lights on.

When bulb is installed the arrow display on dash stays lit and the flashers do not work.

When the front bulb is removed the flashers and the rear turn signal works normally. The right side blinking at a faster rate because that front circuit is not complete due to the bulb being removed. But when a good bulb is installed the arrow stays lit on the dash board, the flashers do not work and the turn signal does not work.

I tried swapping the left front turn signal which works fine but when I swapped them the problem remains.

I understand it might be the Hazard switch (located on the dash), the turn signal lever, the ignition, or perhaps a flasher.
The fuses are good. I replaced my ignition mechanism a few years ago.

The lever for the turn signal seems OK. Could it be the hazard mechanism?
