how to do a lien sale?

A old roommate of mine had a 00 saturn, he moved out and told me to keep the saturn because he owed 2 months rent and the clutch was gone so he couldn't take it with him. He said he would give me the pink later but never came back i know he moved to LA area n i live in northern cali

That was about 3 or 4 years ago. I have no way of getting hold of him. I would like to give the car or maybe sell for real cheap to my little brother for his first car ill help him fix it up n teach him about cars n what not.

Does anyone know how i go about doing this? A friend of mine told me to do a lien sale, I've bought a lien sale car before but never sold one, so i looked it up on dmv http://www.dmv.ca.gov/pubs/brochures/howto/htvr7.htm and i didn't really understand any of it. It sounds extremely hard though. Is there an easier way? Is it easier then it looks? Where do i get started? It says i need to send hhim a letter or something but i have no clue where he lives. How much will it cost? s it easier to do if i say he abandoned it or he was storing it there n stopped paying?

Thank you everybody for any help i can get. If its ridiculously hard ill either find a saturn with the same engine that has problems n swap the motor out or trans or whatever maybe part out what i can n cut up the rest n take it to the recyclers.
