01 v70xc fuel pump

hello im new here but not to volvo's. i have a 01 v70xc that will not activate the fuel pump. i checked fuses swapped relays around and nothing the fuel pump will not turn on. i put a jumper relay in the cem module cm/112 and turned the switch to on and the pump turned on and i can drive the car no problem. after further testing i decided to install a new cem. i figured the cem was not activating the relay. so i installed the new cem 675.00 downloaded the software for the cem and the software for the immobilizer another 100 and i am still in the same boat someone please help

key facts.
fuses 11/c32 & 33 are good
pump and wireing is good can drive the car with jumper relay
new cem installed
cem reload performed
immobilizer reload performed

anyone out there??? i was dead set on a cem because it activates the relay that in turn powers up the pump. it seems i wasted 780 today. i am at a loss. with the cem in its normal state with proper relays it cranks over but no fuel pump. if i put in the jumper relay and switch it on it fires right up. im confused
