Stuck VVT bolt in exhaust cam

Everything on the Volvo S80. Sometimes called an "executive car", the S80 was Volvo's top-of-the-line passenger car. P2 platform.

Stuck VVT bolt in exhaust cam

I am trying to pull the VVT pulley on the exhaust cam to install the seal, pulled the old seal off before installing the cam. I have removed the plug and cannot remove the torx bolt inside. I make a cam lock tool out like the homemade ones in this forum. I have used enough leverage to actually bend the cam lock tool to the point it chipped off a small piece of the rear cam. I have even tried to use an impact with an extension and it still did not budge (before the cam lock gave out). :(

I also ordered the cam lock kit hoping it may lock the cams better.

Any advice on how to remove this stubborn bolt would be appreciated. I only have the cam seals and timing to do before I can fire her up and hope to have it done soon.

Would it be possible to pull the valve cover and cams to install the seal and then re-install the cams and valve cover? I do not know if that would be possible but would make it so I would not have to remove the VVT inner hub. The intake cam seal seemed loose as I was able to push it into seated position with my fingers. Would this indicate a faulty seal and should I replace it as well?
