1994 940 turbo acceleration jumpy below 2Krpm

Ihave read this before volvos are hard to troubleshoot and i am an aircraft mechanic with 40 years of experience. This car will start and idle but on accel. will not go above 2K rpm for a while than it jumps past 2K and shifts and runs fine. down shift below 2K starts all over again. it does not care about temperature or hills just that 2K RPM figure. I presently have a 2-3-1 code code i have seen this before and it comes and goes. I have changed the fuel filter, (i have not checked fuel pressure on the rail yet),MAF and 02 sensor.
