2001 v70 alarm And key fob not working

Hi all I'm a newbee to volvo's , I bought a 2001 (X reg) last week all in all the car is in great nick , I can open car with key and start it no probs , but the prob I have is the wee red light on to off the dash is not flashing at all , the keyfob won't work at all , I was wondering if anyone knows the problem is and if it can be fixed by me or is it a trip to dealer
