No fuel or spark after engine swap

I swapped in a new engine into my 1996 Volvo 850 and am not getting fuel into the cylinders or spark. This is the 3rd engine swap I've done in this particular car, so I do have prior experience.

I've checked continuity between every relevant sensor and the ECU (TPS, MAF, CPM and crank). Voltage is correct at the ECU and the main relay is functional. The check engine light illuminates when the key is in POS II. The grounds are connected to the correct locations and there is minimal resistance between the negative lead of the battery and every ground point. I've also tried 3 different ECUs.

The odd thing is I can't communicate via VOL-FCR, although I haven't tried a generic scan tool.

I've been going over wiring diagrams and combing over everything I can think of for the past 2 days. At this point I don't know what to do.

I assume you have fuel pressure at the rail but the injectors aren't pulsing. Do you have battery voltage on the green injector wires? If so then the ECU isn't telling the injectors to pulse. If that is the case, and you have no spark, then it pretty much means that the cam position sensor or crank position sensor isn't getting its signal to the ECU. Since you checked the wiring from the cam and crank sensors to the ECU then it may just be a bad sensor. Do you still have sensors from the old engine to swap over?
