I am replacing my timing belt and I figure I should do the serpentine belt at the same time.
1. Do I need a special tool to install the serpentine belt?
2. How many miles between when the serpentine belt should be replaced?

On the 2000 you shouldn't need a special tool. As I recall there is a Torx head socket in the tensioner and a standard Torx socket and a ratchet will get it released. I change them when they look bad but changing them at the timing belt interval would be a good practice.
If the serpentine belt breaks it won't cause any damage to the car. You will lose power steering (but the car will still steer) and the alternator won't be working but I've driven home, over 100 miles, with a broken belt. Much beyond 100 miles the battery will get low enough to start causing problems without the alternator to keep it charged.

I consider myself a reasonably competent DIY mechanic and have tackled a few big, not-for-the-faint-of-heart jobs. I need to change the serpentine belt on a 1999 V70 fwd, non-turbo, auto trans. I'm a little embarrassed, but I have to admit I can't even find the tensioner on this car. I know it is different from the '98 because I did that a few weeks back, and I have a pretty good idea of where I should be looking, but I've got nothing other than a lifting eye in the area I would expect to find the tensioner. What gives? Plus all the DIY help videos on the net seem to be for '98s and earlier which requires a tensioner release tool.

In my 2005 XC90 2.5T, the serpentine belt routing is similar to the OP's 2000 V70.
I use the Harbor Freight "Seperntine Belt Tool" + Torx socket. It works great.
The Harbor Freight "Seperntine Belt Tool" is about $18. If you own Japnaese cars (Honda, Toyota etc.), this tool is also useful:

It is a 14 mm flat wrench. I used an adjustable wrench -- horrors. Dead simple. I found a write up on a competing Volvo website -- it which must not be named. . .
