If you can get to the bolt with a 90 degree drill and a screw extractor you can get the screw out.

This has happened to many and you are probably concerned with the limited space between the head of the bolt and the frame/apron of the car.

You can use a sharp cold chisel to first bite into the bolt and then angle and tap to remove. Other ways include a dremel bit to cut the sides straight and then use a vice grip or a wrench to remove.

I have a small impact hammer that I use with a sharpened head that works like a power cold chisel. I prefer the thousands of little impacts as it gets them off quickly.

I can't remember if you have enough room to grind the head off and then slip the tensioner off but you can measure and see.

Or use an Angle Grinder with diamond blade ($20) at Menards hardware store and grind the head of the bolt off.

The torque on the screw is merely 25Nm.
The aux belt tensioner pulley is synthetic, plastic like.
