2002 Volvo s40 no keyless entry and car alarrm will not work

My Volvo has lost its keyless entry function and the car alarmed flashing red light that is on a hemisphserical plug on the far right side of the dash, just under windhsield. It does not flash.

I had to replace the dashboard so this unit was unplugged at one time. Now that it is plugged back in it does not work. What can I do to test it?
