1999 v70r - Removing head, exhaust cam seems stuck

I am in the process of doing a head gasket job, and I am stuck. I made a cam tool, and have everything ready to unbolt the top of the head as all how to's describe. I unbolt the 3,000 bolts holding the top of the head on, and start working the pry marks, break the seal, and start to remove the top of the head. It starts to come up on the dowels, but gets stuck. The intake cam is free, but it seems the exhaust cam does not want to budge. I don't want to reef on it and break something, but I feel like I just need to wrench on it to get the top of the head off. Is there perhaps something about the VVT system that is holding the exhaust cam on still? I don't want to do more damage than was already done by the bad head gasket. Any advice is greatly appreciated.

The cam seal was just REALLY in there. I removed the cam tool, and the wire holding the front of the cam. Pulled the top off and the cams separately. Thought I would update in case anyone else has the problem in the future.
